Issue: The question of guaranteeing human rights and alleviating suffering in Cuba.
Defining human rights as the articles stated in the UN Charter for Human Rights, and the Universal Declaration for Human Rights,
Knowing that the US is blatantly violating the two documents,
Defining "suffering" as pain caused by others due to actions done by them causing a person to have mental or physical pain,
Realizing that the US embargo on Cuba prevents it from trading with the US and other countries that trade with the US,
Knowing that the US has maintained an economic embargo against Cuba since 1960, totally prohibiting the sale of all goods originating in the US, including medicines and food,
Further Acknowledging that this embargo causes not only serious difficulties in Cuba’s commercial and industrial development, but also enormous suffering to the people of Cuba, especially to the children, elderly, and those that are ill,
Keeping in mind that according the WHO and CSA, numerous Cubans have died due to poor nutrition, mainly caused by the embargo, especially in the 1990’s and 70’s,
Noting that as a last method of survival, people resort to stealing and killing other people, because they have no food, because of the embargo,
Further Noting that countries that trade with the US are not allowed to trade with Cuba, further limiting Cuba’s few trade partners,
Further Noting that Cuban exiles in the US continue to suffer PURELY on the
embargo’s existence because of their rejection from Cuba causing misery,
1) Requests the right to trade with other trade partners of the US by dropping the embargo;
2) Recommends that all countries give funding for Cuba, for the losses that it has lost over the years of the embargo, in return:
A. Cuba will aid those countries in their times of need,
B. Cuba will offer them more "bang for the buck" when trading;
3) Reminds countries that with trade comes benefit all sides allowing them to expand their economy;
4) Applauds former president Carter for his wishes to drop the embargo;
5) Further Requests that the expression of friendship and solidarity with the nation of Cuba and the US continues while the US gives Cuba its freedom to choose its own political leaders, system of economy, and way of operation without intervention of the US or any other country;
7) Notes that the current US policy violates important provisions of the Charter of the Organization of American States, the United Nations Charter, and a number of other international agreements to which the US is a signatory;
8) Points out that on July 20th 2000, the House of Representatives approved two amendments aimed at easing the embargo severely;
9) Resolves the formation of the OTR, The Organization of Trade Regulation, which will be located in Switzerland, and will do the following;
A. Regulate international trade among countries,
B. Provide the freedom to all countries and organizations to trade with any other countries or organizations that they wish to trade with,
C. Issue a warning to courtiers that explicitly exclude a country or them selves from trade with another country or themselves
D. If that county continues to do this, they shall be issued a fine, and monitored so that they allow the free trade to other counties.

Defining "Wars" as armed conflicts between states, nations or between factions within a state, prosecuted by force, which results in starvation and a tremendous loss of life and extremely hazardous dangers that cause food shortage,
Realizing that most organizations, including sub-UN agencies such as the FAO, have had many successful efforts at securing food reserves during war/famine but that not much has been done to satisfy the food reserves after the war/famine,
Deeply Alarmed that 67 million children weigh less than they should, over two million children die every year from dehydration caused by diarrhea, nearly 226 million children are stunted-shorter than they should be (and score significantly lower on intelligence tests than normal children do), and underweight probably spend fewer years in school, which impacts on how much they earn in adulthood (http://www.freefromhunger.org),
Noting with particular reference to the World Health Organization (WHO) and the Water, Environment and Sanitation organization (WES), that there have been numerous programs and organizations formed attempting to put an end to this problem but they have failed (http://www.childinfo.org/eddb/water/current.htm),
Deeply disturbed by the fact that the UN has been involved in water and food issues since the 1960's and yet no master solution has been found while 1 billion people in the world are currently living without access to safe water (http://www.unicef.org/programme/wes/info/westat.htm ),
Emphasizing the importance of enhancing public awareness of securing food and water resources for nations in times of and post war and famine.
1. Emphasizes the importance of this issue that it has been neglected for far too long by the international community as a whole;
2. Resolves that a summit shall be held by the UN in Geneva which all countries are called upon to discuss this very critical issue and its effects on the world community, to discuss various issues having to do with food/water reserves including the following issues:
A. Encouraging foreign investments in countries especially those in which famine is a constant obstacle and who are likely to be under war conditions,
B. Making the process of loans being handed to countries in need and organizations seeking to help countries that are being exposed to famine and of the such,
C. Making the to maintain close ties between the WHO and the FAO to rather tackle this issue in cooperation;
3. Designates the FAO and WHO as the official Sub-UN Organizations that will be in charge of all organizations seeking to help countries in famine and that they will assign the tasks of all nations willing to help the victims;
4. Implies that this summit will also affirm the matter of cooperation between the WHO and the FAO and other such organizations in order to exercise the following procedures:
A. Monitoring organizations concerned with post-war food/water complications,
B. Gathering complaints of all nations world wide towards such organizations and prevent them within its practice,
C. Encouraging these organizations in the right direction in order to fulfill their jobs,
D. Helping such organizations in any way required;
5. Encourages all organizations concerning the securing of food and water reserves to allow the WHO and the FAO to send experts annually to evaluate the progress of such organizations;
6. Affirms the summit will also discuss cooperating with the UNICEF to provide loans to the countries in need;
7. Requests that the WB and the IMF continue their much appreciated donations to countries suffering from the nutritional aftermath of war/famine by:
A. Making loans with a decreased amount of interest,
B. Making Loans with reimbursement,
C. Hosting fund raisers (such as celebrity rallies);
8. Further Invites all nations to continue their efforts of generosity and humanity to the victim countries and return regular conditions back to their lives because foreign investments:
A. Will create new jobs for the malnutritioned and will help them continue life without worrying so much about food,
B. Will encourage other citizens to work and thus the country’s economy will rise,
C. Will make the new economy rise, the people will be better educated and well-fed and able to commit to above average jobs in the future,
D. Will help with the resistance to common diseases will be achieved because of a better-bred community and risk of infection shall decrease,
E. Will encourage health, both physical and mental, on a much higher scale and impediments to development and infant-mortality rates shall decrease;
9. Ensures that after this summit takes place and all the statements are taken into action the following will take place:
A. Organizations concerned with the nutrition of the world and striving to decrease the insecurity of nutrition reserves will be working in the correct way,
B. Countries suffering from famine will receive all the help needed,
C. The UNICEF, WHO and the FAO will continue their efforts at aiding countries suffering from famine/post-war starvation by giving all organizations concerning there countries all the help needed.
